Reunification programmes have also enabled some families separated since childhood to see one another again after several decades.<\/p>\n<p>In this context, the US presence in South Korea is presented as a tool for rapid deterrence and regional stability. Joint exercises are intended, in particular, to maintain a level of military readiness in the face of North Korea. They are therefore not mere displays of strength: they are part of the very organisation of South Korean security.<\/p>\n<p>The United States also derives strategic benefits from its presence on South Korean territory. South Korea pays several billion dollars to the United States and purchases substantial quantities of American military equipment. The value of active arms sales mentioned reaches $30 billion. The goal is not necessarily to break the alliance with the United States, but to reduce the risks associated with exclusive dependence.<\/p>\n<p>Three priorities are highlighted. The first concerns the development of independent defence capabilities. In a region where the military threat remains central, having autonomous resources makes it possible not to be entirely dependent on decisions taken from afar.<\/p>\n<p>The second priority is the transfer of wartime operational control. According to the information presented, this control remains in American hands in the event of conflict. Speeding up its transfer to South Korea therefore appears to be a major issue of military sovereignty: Seoul wants to be able to decide more directly how its defence is conducted.<\/p>\n<p>The third priority concerns the nuclear-powered submarine programme. This prospect is presented as a way to strengthen South Korea&#8217;s means of protection and deterrence. A partnership can remain strong for decades without being unconditional. If that protector changes its priorities, imposes new conditions or seeks to reduce spending, the dependent country may find itself with limited room for manoeuvre. Autonomy does not mean isolation: it means being able to act, negotiate and defend oneself without being entirely subject to the decision of an external actor.<\/p>\n<p>This reflection extends beyond the Korean Peninsula. The tensions mentioned between the United States and its allies have also fuelled a debate in Europe on defence budgets, the European arms industry and reducing dependence on American purchases. France, which possesses an independent nuclear force, is cited as a partial model in this pursuit of autonomy.<\/p>\n<p>The question of Greenland has also fuelled European concerns. Donald Trump expressed his desire to acquire this territory controlled by Denmark, including by raising the possibility of acting against the wishes of those concerned. This position prompted reactions among European partners who regard the United States as an ally but now question the reliability and limits of that relationship.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_importance_of_balance_in_relations_between_allies\"><\/span>The importance of balance in relations between allies<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>An alliance works over the long term when neither partner feels that it is merely carrying out the other&#8217;s decisions. Military cooperation requires mutual trust, but also recognition of each state&#8217;s own interests. When an ally feels too dependent or insufficiently respected, it may seek to acquire independent capabilities.<\/p>\n<p>In South Korea&#8217;s case, the search for a more autonomous military appears to be a response to uncertainty. It does not automatically call ties with Washington into question, but it shows that security cannot rest solely on an external guarantee. Exercises, equipment and the presence of allied forces remain important; however, they do not replace a country&#8217;s ability to control its own military choices.<\/p>\n<p>The diplomatic lesson is clear: alliances are useful, but they must be accompanied by a strong national strategy.
