At the heart of the dispute was how to describe violence and attacks targeting foreign nationals in South Africa.<\/p>\n<p>The exchanges escalated to the point that several participants stood up, and intervention was needed to try to separate them. That description was challenged by the South African representatives present, who reportedly asked for the issue to be framed instead as a matter of compliance with immigration rules or illegal immigration.<\/p>\n<p>Nigerian lawmakers rejected this change in terminology. Their argument was that the violence mentioned did not affect only people with irregular status. They stated that people holding documents or legal status had also been attacked.<\/p>\n<p>For them, presenting the issue as a simple matter of migration control could therefore not explain attacks targeting foreigners who were legally settled in the country. On one side, Nigerian representatives maintained that violence against their nationals amounted to xenophobia. On the other, South African representatives rejected that interpretation and linked the issue to the entry or presence of foreign nationals on their territory.<\/p>\n<p>This sequence illustrates how the terminology itself has become a political issue. Using the word \u201cxenophobia\u201d amounts to recognising that people are being targeted because of their foreign origin. Replacing it with a reference to immigration means, for the South African representatives who supported that approach, shifting the debate towards compliance with rules on entry and residence.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Anger_Among_Nigerians_in_South_Africa\"><\/span>Anger Among Nigerians in South Africa<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The diplomatic and parliamentary tensions were accompanied by a mobilisation of Nigerian nationals living in South Africa. People gathered outside the Nigerian representation while awaiting a repatriation that had reportedly been announced.<\/p>\n<p>According to reported accounts, some had travelled from Durban, Cape Town and Pietermaritzburg to Johannesburg and Pretoria. They had reportedly left their accommodation or interrupted their activities believing that a plane would be made available for them to return to Nigeria.<\/p>\n<p>They then reportedly waited for several weeks outside the embassy, without knowing exactly when their departure could be arranged. The situation described points to significant material hardships for those present: a lack of accommodation, uncertainty over access to food and sanitation facilities, and no clear information on the timetable for repatriation.<\/p>\n<p>A Nigerian representative was heard calling on those gathered to thank the Nigerian president while also requesting that the process be accelerated. This intervention sparked strong indignation among those waiting to leave. Protesters believed that they should not have to thank the authorities for a repatriation operation they considered urgent.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Calls_for_South_African_Interests_to_Leave_Nigeria\"><\/span>Calls for South African Interests to Leave Nigeria<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The anger also led to calls targeting South African interests in Nigeria. Their demands also targeted Shoprite, a retailer described as South African in the reported remarks.<\/p>\n<p>These initiatives were presented as a response to the violence denounced against Nigerians in South Africa. Protesters expressed their determination to defend their compatriots and accused the South African authorities of failing to provide sufficient protection for foreigners living in the country.<\/p>\n<p>The reported events therefore highlight the risk of escalation between public outrage, debates over immigration and tensions between national communities. Its stated purpose was to discuss strengthening Africa, cooperation between countries and joint action.<\/p>\n<p>However, the confrontation between delegations highlighted the divisions that can emerge when the movement and protection of people are discussed. Regional cooperation requires the ability to address the difficulties faced by citizens living outside their country of origin, including when such discussions are especially contentious.<\/p>\n<p>In this matter, the point of disagreement remains clear: the Nigerian representatives who spoke insisted that acts they described as xenophobic had taken place, while the South African representatives concerned challenged that description by invoking the migration issue.
